The Model Notice Toolkit is a set of tools designed to help SNAP state agencies improve the notices they send to clients. The toolkit is designed to help state agencies evaluate their SNAP notices and make targeted improvements that fit the needs of their clients, work within system constraints, and comply with federal policy.

This State SNAP Interview toolkit focuses on SNAP interviews, requirements and best practices. The interview is the most important step in the certification process for SNAP.

The attached questions and answers address the interim final rule, SNAP: Requirement for Interstate Data Matching to Prevent Duplicate Issuances, also known as the NAC interim final rule.

How to Report Abuse of SNAP or WIC poster.

On Dec. 5, 2019, the  FNS final rule, Supplemental Nutrition Assistance Program: Requirements for Able-Bodied Adults Without Dependents, will publish in the Federal Register. The rule revises the conditions under which FNS would waive, when requested by states, the able-bodied adult without dependents (ABAWD) time limit in areas that have an unemployment rate of over 10 percent or a lack of sufficient jobs. In addition, the rule limits the carryover of unused ABAWD discretionary exemptions. 

This toolkit is intended to clarify the SNAP recertification process, including by identifying ambiguous areas in the regulations and specified areas of state flexibility.
