USDA Foods data collected via the Web-Based Supply Chain Management (WBSCM) system and the Fresh Fruit and Vegetable Order Receipt System (FFAVORS) were analyzed to conduct analyses on food purchases and spending at the national and state levels for four school years. This memorandum provides Q&As related to the nationwide waivers released for school year 2021-22 and applies to state agencies administering, and local organizations operating, the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program and the NSLP Seamless Summer Option. 

This manual contains important information for persons in FNS headquarters, FNS regional offices, and distributing agencies, which include state distributing agencies and Indian Tribal Organizations that are charged with the responsibility of providing USDA Foods to disaster relief organizations in the event of a disaster, emergency, or situation of distress.

This waiver facilitates state agencies abilities to conduct a school meal programs administrative review when a school food authority is only operating the National School Lunch Program Seamless Summer Option in SY 2021-22.

This memorandum provides notice to child nutrition program operators regarding Sections 743, 764, 767, and 789 of the Consolidated Appropriations Act 2021 enacted on Dec. 21, 2020. This revised memorandum applies to state agencies administering, and local organizations operating the federal child nutrition programs. It is revised to correct the timeframe intended by Congress for Section 743.

In an effort to make the distribution of P-EBT benefits to eligible children as efficient as possible, USDA has developed a simple P-EBT summer plan template. The template allows states to elect a USDA-determined standard benefit that relieves states of the burden of determining their own benefit levels based on state-specific school district calendars.

FNS understands that these are challenging times for all and that many state agencies and program operators face significant resource and time constraints. We are committed to approving waivers that support state agencies and program operators as they strive to run successful programs and meet child nutrition program requirements in order to provide nutritious food to eligible participants.
