These materials were compiled to assist companies who are developing or revising certification of compliance/menu planning software for USDA to approve for use in certification of compliance with the National School Lunch Program meal pattern requirements.

The Food and Nutrition Service published an interim final rule entitled "Certification of Compliance with Meal Requirements for the National School Lunch Program under the Healthy, Hunger-Free Kids Act of 2010'' on April 27, 2012. 

FNS recently released the new Administrative Review Guidance Manual, which includes four options that state agencies may use to assess compliance with Dietary Specifications – calories, saturated fat, and sodium – requirements. 

This memorandum provides information regarding the state agencies’ quarterly reporting requirements associated with identifying the number of school food authorities certified to receive the performance-based reimbursement for each lunch served in compliance with the new meal pattern requirements for the National School Lunch and School Breakfast Programs.

This guidance replaces the 2004 edition of the Offer versus Serve in the School Nutrition Programs Resource Guide. In addition, please note that this guidance will be revised for School Year 2014-15 and beyond to reflect newly implemented meal pattern requirements as they are phased in.

FNS menu worksheet is a tool designed to assist school food authorities in demonstrating that each of the menus meets the new meal pattern for the National School Lunch Program and School Breakfast Program.

Attached for your use is a prototype Performance Work Statement, Evaluation Criteria and Performance Metrics document to assist state agencies that wish to procure a contract(s) to perform the performance-based reimbursement certification and other training activities to support the Certification of Compliance With Meal Requirements for the National School Lunch Program Under the Healthy, Hunger-Free Kids Act of 2010 Interim Rule and the new meal pattern final rule.
