SNAP state agencies must establish procedures to screen for and apply the general work requirements and ABAWD work requirements and time limit. FNS administers the SFSP at the national and regional levels. Within each state, the program is administered by the state department of education or an alternate state-designated agency. Locally, public or private non-profit organizations that want to “sponsor” the program apply and are approved by the state agency to operate a site.

CACFP funds are provided to assist state agencies through grants and other means to initiate and maintain nonprofit food service programs for eligible children and adult participants in nonresidential institutions that provide care. This Instruction establishes program standards, principles and guidelines for financial management.

This Instruction establishes policy for charging allowable costs associated with the administration of TEFAP, and for assigning such costs to states and eligible recipient agencies (ERAs).  Such classification of costs is necessary in order to demonstrate compliance with the statutory and regulatory requirements described in section II, of this document.
