The delivery order status reports from WBSCM provide detail on orders throughout the delivery cycle. The reports are posted monthly and delivery order status data is current as of the report date.

USDA is issuing this interim final rule to strengthen and improve the integrity and accuracy of the SNAP Quality Control system by codifying statutory requirements enacted by the Agriculture Improvement Act of 2018 that was signed into law on Dec. 20, 2018.

USDA Foods data collected via the Web-Based Supply Chain Management (WBSCM) system and the Fresh Fruit and Vegetable Order Receipt System (FFAVORS) were analyzed to conduct analyses on food purchases and spending at the national and state levels for four school years. This memorandum states visual observation and identification by Child and Adult Food Care Program institutions and facilities and Summer Food Service Program sponsors is no longer an allowable practice for program operators to use during the collection of race or ethnicity data.  USDA will update CACFP and SFSP policy guidance.

On April 30, 2021, FNS issued a memo that SNAP Quality Control will resume nationwide starting July 2021, with special QC review procedures related to COVID-related adjustments, and provides state agencies with a blanket waiver regarding the QC face-to-face interview.
