This guidance updates previously issued Questions and Answers to clarify SFSP requirements. It supersedes SFSP 05-2017, Summer Food Service Program Questions and Answers, Dec. 1, 2016.

This document is addressed to TEFAP state agencies and provides guidance that the FY 2022 reallocation process for TEFAP administrative funds will be suspended and state agencies will receive any unused regularly appropriated FY 2021 TEFAP administrative funds for use in FY 2022.

On Dec. 27, 2020, the President signed into law the Consolidated Appropriations Act 2021. This memorandum provides revised policy guidance on certification periods pertaining to zero income households in FDPIR. FNS Handbook 501 provides that households who report zero income month after month must be asked as to how they sustain themselves and other household members.

This memorandum clarifies how school food authorities may use funds provided under Sections 4 and 11 or 19 of the National School Lunch Act to purchase fresh fruits and vegetables from DoD Fresh Fruit and Vegetable Program vendors.

The purpose of this memorandum is to implement a provision affecting mandatory direct certification for children in Supplemental Nutrition Assistance Program households.
