FNS published a final rule on program integrity to ensure that child nutrition programs are properly operated and managed to protect federal funds and taxpayer dollars.
This memorandum provides initial implementation guidance for the Child Nutrition Program Integrity Final Rule. This memorandum applies to state agencies administering and school food authorities, institutions and sponsors implementing the NSLP, SBP, CACFP, and SFSP.
This action implements statutory requirements and policy improvements to strengthen administrative oversight and operational performance of the Child Nutrition Programs.
This memorandum states visual observation and identification by Child and Adult Food Care Program institutions and facilities and Summer Food Service Program sponsors is no longer an allowable practice for program operators to use during the collection of race or ethnicity data. USDA will update CACFP and SFSP policy guidance.
In January 2020, the USDA FNS will publish in the Federal Register a proposed rule entitled “Streamlining Program Requirements and Improving Integrity in the Summer Food Service Program” to improve program efficiency while allowing local operators to spend more time focused on serving children.
The primary purpose of this study is to provide FNS with information about how the Summer Food Service Program (SFSP) is administered and monitored by State agencies and SFSP sponsors and sites, and identify common SFSP integrity challenges.
The purpose of this memorandum is to provide guidance for state agencies and program operators on the status of nationwide waivers of statutory and regulatory requirements in the Summer Food Service Program.
This rule proposes to codify several provisions of the Healthy, Hunger-Free Kids Act of 2010 affecting the integrity of the child nutrition programs, including the National School Lunch Program, the Special Milk Program for Children, the School Breakfast Program, the Summer Food Service Program, the Child and Adult Care Food Program and state administrative expense funds.
Parts of this memorandum have been rescinded by SFSP01-2019: Summer Food Service Program Memoranda Rescission, Oct. 11, 2018. Rescinded policy has been struck through.
This memorandum supersedes SP 25-2012, CACFP 12-2012, SFSP 10-2012, Disaster Response and provides an overview of ways state agencies, school food authorities participating can respond to situations resulting from damage or disruptions due to natural disasters such as hurricanes, tornadoes, and flood as well as other exceptional emergency situations or man-made disasters. Allows state agencies to designate any appropriate facility, which is providing meals to displaced families who are being temporarily housed elsewhere, as a CACFP emergency shelter during a natural disaster or other emergency situation.
