The FY 2024 TEFAP funding memorandum provides guidance on full-year food and administrative funding allocations.

This memorandum replaces the WIC Informational Memorandum dated Aug. 10, 2022. In particular, the USDA FNS State Systems Office (SSO) has revised the section titled Threshold for FNS Review of EBT Projects after Statewide EBT. Handbook 901 will be updated to reflect this revised guidance.

This memorandum provides information about the approximately $943 million in additional support for emergency food programs that USDA is providing in fiscal year 2024 under the statutory authority of the Commodity Credit Corporation Charter Act for distribution through TEFAP.

TEFAP Administrative Funds and Food Entitlement Allocations

This final rule amends the Community Eligibility Provision (CEP) regulations by lowering the minimum identified student percentage (ISP) from 40 percent to 25 percent. 

USDA published a final rule in the Federal Register on Sept. 26, 2023, to expand access to the Community Eligibility Provision by lowering the minimum identified student percentage participation threshold from 40 percent to 25 percent. 

This guidance applies to state agencies and local educational agencies administering the National School Lunch Program and the School Breakfast Program. This guidance provides information on the final rule, Child Nutrition Programs: Community Eligibility Provision – Increasing Options for School.
