The U.S. Department of Homeland Security is amending its regulations to prescribe how it determines whether noncitizens are inadmissible to the United States because they are likely at any time to become a public charge.

This rule finalizes the proposed rule of the same name which was published Dec. 17, 1999. It implements 13 provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

This final rule amends the regulations governing the Special Supplemental Nutrition Program for Women, Infants and Children to clarify one of the provisions required by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. 

This final rule implements a revised processing timeframe for retail food stores and wholesale food concerns that apply for authorization to accept and redeem food stamp benefits and clarifies verification requirements.

This action proposes to revise the initial application processing timeframe for retail food stores and wholesale food concerns that apply for authorization to accept and redeem food stamp benefits and clarify verification requirements.

The purpose of this proposed rule is to implement the Food Stamp Program retailer provisions included in the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996, as well as the retailer provision included in the Federal Agriculture Improvement and Reform Act.
