This memo is inform FNS regional offices and state agencies of the release of the 2021-22 WIC Income Eligibility Guidelines. The 2021-22 Income Eligibility Guidelines are used by state agencies in determining the income eligibility of persons applying to participate in WIC. 

This policy memorandum transmits the 2020-21 Income Eligibility Guidelines for WIC that were published in the Federal Register on May 26, 2020

This policy memorandum transmits the 2019-2020 Income Eligibility Guidelines for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) that were published in the Federal Register on April 26, 2019.

WIC Policy Memorandum #2017-1, New MIS Guidelines and Revised Procedures for EBT and MIS Grant Funding, dated Oct. 18, 2016, is cancelled.

This memorandum consolidates and clarifies select disaster/emergency policies and procedures applicable to the CSFP, the FDPIR and TEFAP.

It is critical for WIC state agencies to recognize that in order to maintain the integrity of the WIC program, adequate safeguards must be in place to prevent fraud and abuse. WPM 2016-5, Separation of Duties, provides additional clarification on this issue.

This memorandum provides guidance for all state agencies administering WIC related to the issuance, acceptance, and confirmation of Verification of Certification when a WIC participant moves from one service delivery area to another, particularly in the case of participants that move from one state to another.

The purpose of this policy is to assist state agencies that administer WIC when converting multiple income sources to a monthly equivalent as part of the WIC income eligibility determination.

This memorandum provides additional information on the new approval process and includes sample documents that will assist state agencies with their funding requests.

During a Presidentially declared disaster/emergency, or during a situation of distress declared by a state or FNS, the state may find it necessary to transport USDA Foods from one area within the state to another in support of disaster feeding efforts.  These intra-state transportation costs will be reimbursed by FNS during a Presidentially declared disaster/emergency, and reimbursed by FNS to the extent funds are available during situations of distress.
