This memorandum includes questions and answers on flexibilities available to CSFP state agencies, including Indian Tribal Organizations, in the operation of CSFP. These flexibilities may assist state agencies that administer CSFP in continuing to provide food to seniors in need during the novel COVID-19 public health emergency.

The purpose of the case management services is to guide E&T participants towards appropriate E&T components and activities based on the participant's needs and interests, to support the participant in the E&T program and to provide activities and resources that will assist the participant toward self-sufficiency.

The Balanced Budget Act of 1997, modified the Employment and Training (E&T) Program so that states' efforts are now focused on a particular segment of the Supplemental Nutrition Assistance Program (SNAP) population—able-bodied adults without dependents.

This memorandum transmits the 2024 income guidelines for state agencies and tribes in determining the eligibility of individuals applying to participate in CSFP.

In order to update and streamline policy guidance for CSFP and TEFAP, FNS is cancelling Policy Memoranda FD-138 and FD-141.

FNS is proposing to amend its regulations to make access and parity improvements within several food distribution programs, including the Commodity Supplemental Food Program, the Food Distribution Program on Indian Reservations, The Emergency Food Assistance Program, and USDA Foods disaster response. The proposed provisions use plain language to make them easier to read and understand.

State agencies must maintain quarterly E&T Program Activity Reports containing monthly figures for participation in the program. State agencies report this data using the online Food Program Reporting System.

This document provides information on the requirements for submission of additional CSFP caseload requests for states and ITOs wishing to increase their assigned caseload in 2024.

The purpose of this new collection is to collect qualitative and quantitative stakeholder feedback through meetings, focus groups, interviews, other stakeholder interactions and surveys, as well as requests for administrative data, as part of the planning process for FNS regulatory actions, the semi-annual regulatory agenda, research studies, outreach, training and the development of guidance.

The USDA Agricultural Marketing Service (AMS) will discontinue the requirement for vendors to use high security seals to secure USDA Foods deliveries as of July 1, 2023.
