This updated memorandum provides guidance to Indigenous communities on incorporating traditional Indigenous foods that meet CNP meal pattern requirements and includes an updated and expanded list of traditional Indigenous foods that credit the same as similar foods currently listed in the Food Buying Guide for child nutrition programs.

USDA is aware of increased reports of EBT theft due to card skimming, cloning, and similar fraudulent methods. On Dec. 29, 2022, President Joseph R. Biden signed into law the Consolidated Appropriations Act, 2023 (the Omnibus), which includes provisions for the replacement of stolen EBT benefits with federal funds.

The Food Buying Guide (FBG) is the essential resource for food yield information for all child nutrition programs (CNP). The FBG assists CNP operators, food manufacturers, and other stakeholders with purchasing the correct amounts of foods for child nutrition meal programs, and determining the contribution that each food makes toward meal pattern requirements.

This report provides improper payment estimates for fiscal year 2011 using a methodology for “aging” the 2005 bookend study. The methodology yields nationally representative estimates of the number of vendors that over- and undercharged and the amount of over- and undercharges across all WIC vendors.
