FNS is proposing to amend its regulations to make access and parity improvements within several food distribution programs, including the Commodity Supplemental Food Program, the Food Distribution Program on Indian Reservations, The Emergency Food Assistance Program, and USDA Foods disaster response. The proposed provisions use plain language to make them easier to read and understand.
The USDA Agricultural Marketing Service (AMS) will discontinue the requirement for vendors to use high security seals to secure USDA Foods deliveries as of July 1, 2023.
On Dec. 27, 2020, the President signed into law the Consolidated Appropriations Act 2021. This Act excludes federal pandemic unemployment compensation payments authorized under the Coronavirus Aid, Relief and Economic Security Act from consideration as income for the purposes of determining FDPIR eligibility.
The purpose of this memorandum is to advise you of a new and revised requirement for all Receiving Organizations (i.e., organizations that receive shipments of Department of Agriculture (USDA) Foods, including Distributing Agencies, Indian Tribal Organizations (ITO), recipient agencies, processors, and warehouses). This memorandum replaces the previous FD-062 dated April 25, 2011 , and adjusts the maximum timeframe for entering shipment receipts in the Web-Based Supply Chain Management System.
Policy Memoranda FD-063, Household Eligibility Determinations for Disaster or Emergency Evacuees Residing with a Host Family (dated Dec. 4, 2006), and FD-072, FDPIR Households Displaced During a Disaster (dated Feb. 19, 2008), are cancelled.
FD-060, Use of Donated Foods in the NSLP and Other Child Nutrition Programs (dated June 21, 2006) is cancelled.
In this memorandum, we present several options for consideration by the distributing agency to help ensure that service institutions receive donated foods for use in the summer meals provided in SFSP in an efficient and cost-effective manner.
The purpose of this memorandum is to provide guidance regarding the rounding procedures to be used when determining the total resources and net monthly income of FDPIR applicant households.
Policy Memorandum No. FD-024, Household Overissuance (issued March 9, 2004), is cancelled. The guidance provided by Policy Memorandum No. FD-024 is contained in the newly revised FNS 501 Handbook (August 2005).
Military reservists who are called to active duty may be absent from the home for an extended period of time. A reservist who is not living at home, but is residing elsewhere with his/her military unit, would not be considered a part of his/her household for FDPIR purposes.
