Pregnant, postpartum and breastfeeding women, infants, and children up to age 5 are eligible. They must meet income guidelines, a state residency requirement, and be individually determined to be at "nutritional risk" by a health professional.

This policy memorandum transmits the 2016-2017 Income Eligibility Guidelines (IEGs) for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) that were published in the Federal Register on March 18, 2016.

The purpose of this policy is to assist state agencies that administer WIC when converting multiple income sources to a monthly equivalent as part of the WIC income eligibility determination.

This supersedes the Jan. 7, 2010, version of the policy memo, Exclusion of Military Combat Pay. In addition to combat pay and other income received by deployed service members, this memorandum addresses Deployment Extension Incentive Pay.

This policy memorandum provides guidance for WIC state and local agencies in determining income eligibility for state and federal employees in instances where such employees experience a temporary decrease in earning due to being furloughed or having their pay deferred because of a state budget impasse or the temporary shutdown of the agency were they are employed, without pay.

PL 109-163 made the Department of Defense’s Family Subsistence Supplemental Allowance  permanently available.

The purpose of this memorandum is to provide guidance on the impact of these modifications on the Child and Adult Care Food Program.
