This memorandum provides guidance on the distribution of USDA Foods under TEFAP to children through Kids Cafe, Backpack, or similar programs.

This is the 2017 Edition of Overcoming the Unpaid Meal Challenge: Proven Strategies from Our Nation’s Schools. This best practice guide is designed to support state agencies and local program operators in their efforts to find workable solutions to the challenge of unpaid meal charges.

In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This is a new collection for the Evaluation of the Direct Certification with Medicaid for Free and Reduced-Price Meals Demonstrations.

We are providing guidance in a question and qnswer format to capture the questions we have already answered informally, as well as other questions we will be responding to for the first time.

We have received a request to allow states to consider Upward Bound sites to be categorically eligible to participate in the SFSP based on the eligibility criteria for the Upward Bound program.
