FNS is conducting additional demonstration projects to expand the evaluation of direct certification with Medicaid for both free and reduced price meal eligibility in NSLP and SBP.

The Summer Food for Children Demonstrations are a series of projects to develop and test methods of providing access to food for low-income children in urban and rural areas during the summer months when schools are not in regular session.

The Consolidated Appropriations Act 2023 authorized a permanent, nationwide Summer EBT program beginning in 2024. The Act requires FNS to promulgate interim regulations within a year of the Act’s enactment. FNS is cancelling Policy Memoranda FD-010, FD-027, FD-028, FD-029, FD-032, FD-053, FD-055, FD-071, FD-073, FD-074, FD-083, FD-086, FD-087, FD-090, FD-105, and FD-115. The guidance provided by these memoranda are either outdated, obsolete, or otherwise captured in more current memoranda.

The Healthy, Hunger-Free Kids Act of 2010 added a new Section 23 on Childhood Hunger Research to the Richard B. Russell National School Lunch Act. This section provides substantial new mandatory funding to research the causes and consequences of childhood hunger and to test innovative strategies to end child hunger and food insecurity.

This memorandum informs stakeholders on the progress made by FNS in updating the food crediting system for all child nutrition programs. This is a first step towards improving the crediting system to best address today’s evolving food and nutrition environment and meet the needs of those operating and benefiting from the CNPs.

This memorandum provides guidance to state distributing agencies and recipient agencies on the use of market basket analysis in procuring processed end products for USDA Foods in Schools and commercial goods for the National School Lunch Program, School Breakfast Program, Summer Food Service Program, and Child and Adult Care Food Program.
