This memorandum consolidates the recent policy changes in the NSLP, SBP, and SFSP that affect the implementation of the Seamless Summer Option. This memorandum and its attachment supersede SP 37-2015, 2015 Edition of Questions and Answers for the National School Lunch Program’s Seamless Summer Option, May 22, 2015.
Due to the exceptional circumstances of this public health emergency, USDA established a nationwide waiver to support access to nutritious meals while minimizing potential exposure to the novel coronavirus. This waiver applies to the National School Lunch Program, School Breakfast Program and Child and Adult Care Food Program. This waiver remains in effect through Aug. 31, 2020.

This document details further instructions and administrative procedures for participation in the reimbursement program established in Sec. 722 of the Act, which makes funding available via state agencies to program operators for the purposes of covering emergency operating costs incurred during the public health emergency
On August 26, FNS delivered a live webinar to state agencies and local program operators providing an overview of nationwide waivers for school year 2021-22. During the webinar, staff discussed scenarios where flexibilities may be utilized and suggestions for planning for the unexpected. Lastly, resources were shared to further help state agencies and local program operators meet the unique needs of their community.
This memorandum includes questions and answers intended to provide clarification on the operation of the Fresh Fruit and Vegetable Program during implementation of alternative child nutrition program operations throughout school year 2021-22 due to the continued novel coronavirus public health emergency.

National Interim Head Start Grantee Participation in CACFP: Community Development Institute
The purpose of this memorandum is to provide guidance on the implementation of this modification in CACFP.
The Child Nutrition and WIC Reauthorization Act of 2004 allows children to be certified as eligible for free meals under the NSLP and the SBP based on participation in other programs authorized under the Food Stamp Act of 1977, as amended. No further application by the child’s household is necessary.
