USDA Agriculture Marketing Service guidance for recipients electing to check the ambient temperature in a transport unit for shell eggs contracted for delivery under the USDA Commodity Purchase Program.

The purpose of this memorandum is to provide guidance on replacement of USDA Foods Destroyed due to a household misfortune.

Policy Memorandum FD-042, Pay Received by Military Personnel as a Result of Deployment to a Combat Zone, is cancelled.

The purpose of this memorandum is to implement a provision affecting mandatory direct certification for children in Supplemental Nutrition Assistance Program households.

Policy Memorandum FD-082, Responsibilities for Claims for Food Losses (dated Dec. 10, 2008) is cancelled. The guidance provided by this policy memorandum has been incorporated in FNS Instruction 410-1, Claims for Losses of Donated Foods and Related Administrative Losses-Procedures for the State Distributing Agency, as revised on Dec. 29, 2010.

Policy Memorandum No. FD-024, Household Overissuance (issued March 9, 2004), is cancelled. The guidance provided by Policy Memorandum No. FD-024 is contained in the newly revised FNS 501 Handbook (August 2005). 

The purpose of this Instruction is to establish and convey policy and provide guidance and direction to the USDA Food and Nutrition Service and its recipients and customers, and ensure compliance with and enforcement of the prohibition against discrimination in all FNS nutrition programs and activities, whether federally funded in whole or not. 

FDD has received several complaints recently about dried fruit and grain products that became infested in storage. Therefore, it is imperative that dried fruit and grain products are distributed to the end user as soon as possible after receipt from the vendor to avoid problems with infestation.

This memorandum provides guidance on the distinction between “reservations” and “land held in trust” or “trust land.”
