The Child Tax Credit, part of the American Rescue Plan, significantly expands the child tax credit for 2021 and will be issued to families in monthly payments, beginning in July. These credits do not count as income for purposes of determining eligibility for WIC. For more detailed information on the Child Tax Credit, please go to childtaxcredit.gov.

The purpose of this memorandum is to ensure that all stakeholders are aware of the federal regulatory requirements related to the disclosure of confidential WIC vendor and participant information.

This memo is inform FNS regional offices and state agencies of the release of the 2021-22 WIC Income Eligibility Guidelines. The 2021-22 Income Eligibility Guidelines are used by state agencies in determining the income eligibility of persons applying to participate in WIC. 

This memorandum transmits the 2021 Income Guidelines or state agencies and ITOs in determining the eligibility of individuals applying to participate in CSFP. These guidelines should be used in conjunction with CSFP regulations which establish household income limits.

This memorandum transmits the 2020 Income Guidelines for state agencies and ITOs in determining the eligibility of individuals applying to participate in the Commodity Supplemental Food Program. 

FNS is cancelling Policy Memoranda FD-010, FD-027, FD-028, FD-029, FD-032, FD-053, FD-055, FD-071, FD-073, FD-074, FD-083, FD-086, FD-087, FD-090, FD-105, and FD-115. The guidance provided by these memoranda are either outdated, obsolete, or otherwise captured in more current memoranda.

This instruction establishes the general standards and procedures that the state distributing agency, Indian Tribal Organization, or other consignee must follow in receiving shipments of USDA Foods, and conveys established responsibilities for other entities such as USDA Foods vendors and carriers.

The WIC Vendor Management and Food Delivery Handbook was developed by FNS to serve as a resource manual for state and federal staff who operate and oversee the WIC Program. The handbook is a comprehensive summary of regulations, policy, and guidance related to WIC Vendor Management and Food Delivery. It does not replace or supersede federal regulations or policies that govern the WIC Program.

This memorandum clarifies how school food authorities may use funds provided under Sections 4 and 11 or 19 of the National School Lunch Act to purchase fresh fruits and vegetables from DoD Fresh Fruit and Vegetable Program vendors.
