In order to ensure efficient and effective program delivery, this memorandum clarifies existing statutory, regulatory and policy guidance regarding the documentation required for a QC case file, second party reviews, state quality control requests for policy interpretations, and requirements for federal access to state systems.
FNS is issuing this memorandum in an effort to clarify the characteristics of BBCE programs and the actions states must take to ensure compliance with statutory and regulatory requirements.

This final rule implements Section 4018 of the Agricultural Act of 2014. Section 4018 created new limitations on the use of federal funds authorized in the Food and Nutrition Act of 2008, as amended (FNA), for SNAP promotion and outreach activities.
The final rule, titled “Enhancing Retailer Standards in the Supplemental Nutrition Assistance Program,” made several changes to requirements for stores that want to accept SNAP benefits as a form of payment. FNS announces the release of Paid Lunch Price data for school year 2015-16. The Richard B. Russell National School Lunch Act and 7 CFR 210.14 (e)(7) require school food authorities (SFAs) to report their paid reimbursable lunch prices to the state agencies for publication by FNS each school year.
This memorandum announces the change in reporting procedures of paid lunch prices in school food authorities participating in the National School Lunch Program for School Year 2016-17. SFAs are expected to report the most frequently charged price for elementary, middle/junior high and high school levels to their state agency.
FNS is updating the Supplemental Nutrition Assistance Program regulations to set implementation parameters, prerequisites and operational standards required of state agencies that intend to implement the photo Electronic Benefit Transfer card option provided under Section 7(h)(9) of the Food and Nutrition Act of 2008.
