FNS is conducting a study, Understanding Risk Assessment in Supplemental Nutrition Assistance Program Payment Accuracy, to develop a comprehensive picture of whether and how SNAP state agencies use RA tools and determine if these tools create disparate impacts on protected classes.

Form FNS-380 is a SNAP worksheet used to determine eligibility and benefits for households selected for review in the QC sample of active SNAP cases. This form provides a systematic means of aiding the State's Quality Control Reviewer in analyzing the case record, planning and doing field investigation and gathering, comparing, analyzing and evaluating data. In order to accurately estimate improper payments in the Supplemental Nutrition Assistance Program, the Food and Nutrition Service has undertaken significant steps to strengthen its measurement process, the SNAP Quality Control system. Improvements include new training, policy clarifications, procedural improvements, and clarification of existing documentation requirements necessary to substantiate case findings.
State agencies must complete and maintain the FNS-245 for each negative case in their SNAP Quality Control (QC) sample. The FNS-245, Negative Case Action Review Schedule, is designed to collect QC data and serve as the data entry form for negative case action QC reviews in the Supplemental Nutrition Assistance Program (SNAP).
There are three components of the Quality Control (QC) system that are covered in this required information collection. They are: (1) The sampling plan; (2) the arbitration process; and (3) the good cause process. Each state is required to develop a sampling plan that demonstrates the integrity of its case selection procedures.
The purpose of the Performance Reporting System is to ensure that each state agency and project area is operating the Supplemental Nutrition Assistance Program in accordance with the Act, regulations, and the state agency's Plan of Operation.
