On March 11, 2021, President Joseph R. Biden signed the American Rescue Plan Act of 2021 providing support for American families, state governments, and communities to rebuild lives and respond to the COVID-19 public health emergency. This letter discusses important opportunities to support low-income families by advising them of the Child Tax Credit.

Any firm may request administrative and judicial review, if it is aggrieved by any of the actions described in SNAP regulations. Households with a child  approved to receive free or reduced price meals under the National School Lunch Program or the School Breakfast Program during the 2019-2020 or 2020-2021 school year are eligible for the Federal Communication Commission’s Emergency Broadband Benefit. EBB is a federal program to help eligible families pay for internet service during the pandemic.

This Informational memorandum signals USDA FNS’ intent to set forth efforts in support of the American Rescue Plan Act of 2021. The Act provides $390 million for FY 2021, to remain available through FY 2024, to carry out outreach, innovation, and program modernization efforts, including appropriate waivers and flexibility, to increase participation and redemption of benefits.

Welcome to the USDA Food and Nutrition Service’s Household Certification Training course for the Food Distribution Program on Indian Reservations. FDPIR is a federal program that provides USDA foods to low-income households living on Indian reservations, in designated areas near reservations, and in the State of Oklahoma. FNS developed the FDPIR Household Certification Training course to help Indian Tribal Organization (ITO) and state agency certification workers and their supervisors successfully administer the program.

On Dec. 27, 2020, the President signed into law the Consolidated Appropriations Act 2021. This Act excludes federal pandemic unemployment compensation payments authorized under the Coronavirus Aid, Relief and Economic Security Act from consideration as income for the purposes of determining FDPIR eligibility. 

This memorandum replaces SP 24-2016, Compliance with and Enforcement of the Buy American Provision in the National School Lunch Program. It provides several updates, including suggested contract language to be utilized in solicitations, and serves to reinforce the importance of the Buy American provision to our economy and its positive effects on small and local businesses.

This memorandum provides revised policy guidance on certification periods pertaining to zero income households in FDPIR. FNS Handbook 501 provides that households who report zero income month after month must be asked as to how they sustain themselves and other household members.

This memorandum clarifies how school food authorities may use funds provided under Sections 4 and 11 or 19 of the National School Lunch Act to purchase fresh fruits and vegetables from DoD Fresh Fruit and Vegetable Program vendors.

In this policy memorandum, we clarify that the SFA may, in some cases, include bids for procurement of end products in its solicitation for procurement of commercial food products from commercial distributors, rather than conduct two separate solicitations.
