Under this waiver, for all states, Summer Food Service Program and National School Lunch Program Seamless Summer Option closed enrolled sites during the COVID-19 public health emergency may determine site eligibility through area eligibility without collecting income eligibility applications.

FNS is cancelling Policy Memoranda FD-010, FD-027, FD-028, FD-029, FD-032, FD-053, FD-055, FD-071, FD-073, FD-074, FD-083, FD-086, FD-087, FD-090, FD-105, and FD-115. The guidance provided by these memoranda are either outdated, obsolete, or otherwise captured in more current memoranda.

The purpose of this memorandum is to advise you of a new and revised requirement for all Receiving Organizations (i.e., organizations that receive shipments of Department of Agriculture (USDA) Foods, including Distributing Agencies, Indian Tribal Organizations (ITO), recipient agencies, processors, and warehouses). This memorandum replaces the previous FD-062 dated April 25, 2011 , and adjusts the maximum timeframe for entering shipment receipts in the Web-Based Supply Chain Management System.

This memorandum is being released on the direction of the Consolidated and Further Continuing Appropriations Act of 2012 (PL 112-255), Conference Report 112-284. This policy memo clarifies the TEFAP regulations at 7 CFR Part 251.5(b).  

FD-116: Commodity Supplemental Food Program (CSFP), Food Distribution Program in Indian Reservations (FDPIR), and The Emergency Food Assistance Program (TEFAP)

The American Recovery and Reinvestment Act of 2009  created the Filipino Veterans Equity Compensation Fund for certain veterans, or surviving spouses of veterans, who served in the military of the Government of the Commonwealth of the Philippines during World War II. 

Policy Memoranda FD-063, Household Eligibility Determinations for Disaster or Emergency Evacuees Residing with a Host Family (dated Dec. 4, 2006), and FD-072, FDPIR Households Displaced During a Disaster (dated Feb. 19, 2008), are cancelled.

FD-060, Use of Donated Foods in the NSLP and Other Child Nutrition Programs (dated June 21, 2006) is cancelled. 

The purpose of this memorandum is to provide guidance regarding the eligibility of Indian Tribal Organizations to participate in TEFAP.

This memorandum addresses the eligibility of privately owned or managed adult correctional institutions to receive donated foods for their own use, as charitable institutions, or to receive and use donated foods to provide meals for another charitable institution’s food service.
