This rule finalizes the interim provisions addressing the use of products or dishes containing more than 30 parts fully hydrated vegetable protein to less than 70 parts beef, pork, poultry or seafood in the National School Lunch Program and the School Breakfast Program.

This notice announces the Food and Nutrition Service's intent to continue a demonstration project to test program changes designed to improve the state processing of donated foods by allowing the substitution of donated beef and pork supplied by the Department of Agriculture with commercial beef and pork.
A state agency may make payment for meals served in accordance with provisions of the program in the calendar month preceding the calendar month in which the agreement is executed. This provision applies only to center programs and to home programs which are renewing their agreements. The agreements of new home sponsoring organizations may not be backdated.
