This memo transmits the October 2021 FNS Handbook 310 through QC Policy Memo 22-02. The procedures in this handbook are effective beginning with the October 2021 sample month.

This document contains a correction to an interim final rule published in the Federal Register on Aug.  13, 2021. The rule codifies statutory requirements enacted by the Agriculture Improvement Act of 2018. This document also extends the comment period for the interim final rule.

This document provides information to states to assist in the development of state plans to operate Pandemic EBT for school children and children in child care.

On Aug. 4, 2021, USDA awarded approximately $3.6 million in Data and Technical Assistance grants to five states.  These grants are intended to support the full range of needs state agencies may have related to the development, collection, reporting, analysis and use of SNAP E&T participant outcome data.

USDA is issuing this interim final rule to strengthen and improve the integrity and accuracy of the SNAP Quality Control system by codifying statutory requirements enacted by the Agriculture Improvement Act of 2018 that was signed into law on Dec. 20, 2018.

This is a revision of a currently approved information collection for Pandemic Electronic Benefits Transfer for the reporting burden associated with administering P-EBT.

On April 30, 2021, FNS issued a memo that SNAP Quality Control will resume nationwide starting July 2021, with special QC review procedures related to COVID-related adjustments, and provides state agencies with a blanket waiver regarding the QC face-to-face interview.

The Characteristics report is published annually, dating back to 1976, and provides information about the demographic and economic circumstances of SNAP households. Using a sample of SNAP Quality Control data that is representative at both the state and national level, this report summarizes the characteristics of households and individuals who participated in SNAP in fiscal year 2019.  Because SNAP is available to most low-income households, participants represent a broad cross section of the Nation's poor.
