The categories of noncitizens eligible to participate in the Food Stamp Program under the Trafficking Victims Protection Act of 2000 have been expanded to include the minor children, spouses and in some cases the parents and siblings of victims of severe trafficking.

The Trafficking Victims Protection Act of 2000 makes victims of a severe form of trafficking in persons eligible for federally funded or administered benefits and services to the same extent as refugees.

We are issuing policy that will allow states to consider the information contained in an Upward Bound participant’s application to be equivalent to that of the Summer Food Service Program meal application when making eligibility determinations to participant in the SFSP.

This rulemaking proposes to amend Food Stamp Program regulations to implement 11 provisions of the Farm Security and Rural Investment Act of 2002 that establish new eligibility and certification requirements for the receipt of food stamps.

On March 31, 2004, the President signed PL 108-211 that continues appropriations for the Child Nutrition Programs and extends several provisions that were to expire on March 31, 2004.

This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals or free milk for the period from July 1, 2004 through June 30, 2005.

On Nov. 22, 2003, PL 108-134 was enacted. This law continues appropriations for the child nutrition programs and extends several provisions that were to expire on Nov. 21, 2003.
