This updated Distribution Rates includes new CSFP USDA Food items and removes the guide rate attachment for children, who were phased out of CSFP in February 2020, as directed by the 2014 Farm Bill. With this update, the Distribution Rates have been simplified and pared down to one attachment.

In early 2020, programs began to implement the enhanced CSFP food package that includes more variety, flexibility, and healthier food options. This webinar focuses on the food package enhancements and how to successfully manage inventory to adjust for client preferences, logistical challenges, and inventory shortfalls. We provide an overview of the new foods that have improved the food package and review the inventory ordering tool to help states and local agencies adjust to changing needs based on client feedback.

The CSFP 101 webinar provides attendees with a brief history of CSFP, allowable uses of administrative funds, and policy basics.  Attendees also receive an overview of CSFP income eligibility standards and distribution of CSFP food package policies. This webinar is intended for state and local agencies who manage CSFP.

Each January the USDA releases annual Commodity Supplemental Food Program (CSFP) caseload levels for states. This February 20, 2020 webinar discussed how national caseload is calculated, how states receive additional caseload, and best practices for caseload management.  Additionally, we provided an overview of the new CSFP certification period requirements under the 2018 Farm Bill and how the change affects caseload management.

This memorandum transmits the 2020 Income Guidelines for state agencies and ITOs in determining the eligibility of individuals applying to participate in the Commodity Supplemental Food Program. 

The Further Consolidated Appropriations Act 2020 provides $245 million for CSFP for FY 2020. Based on this funding level, FNS is issuing a final national caseload allocation of 736,110 for the 2020 caseload cycle. This amount is equal to the 2019 national caseload allocation. FNS is allocating final caseload and administrative grants as provided in this memo. 

The purpose of this memorandum is to outline the procedures for each food distribution program in addressing organizations that have lost tax-exempt status for failing to meet IRS filing requirements.

This memorandum clarifies FNS policy regarding civil rights training for volunteers in CSFP, TEFAP, and FDPIR. Additional information may be found in FNS Instruction 113-1.

Policy Memorandum FD-082, Responsibilities for Claims for Food Losses (dated Dec. 10, 2008) is cancelled. The guidance provided by this policy memorandum has been incorporated in FNS Instruction 410-1, Claims for Losses of Donated Foods and Related Administrative Losses-Procedures for the State Distributing Agency, as revised on Dec. 29, 2010.
