USDA is investing in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the WIC Farmers' Market Nutrition Program (FMNP) to reach more eligible families, keep families in WIC while they remain eligible, encourage families to redeem more of their food benefits, and advance equity. Since FY 2022, FNS has awarded over $9 million in grants to 37 State agencies to support WIC FMNP eSolutions.
The purpose of this new collection is to collect qualitative and quantitative stakeholder feedback through meetings, focus groups, interviews, other stakeholder interactions and surveys, as well as requests for administrative data, as part of the planning process for FNS regulatory actions, the semi-annual regulatory agenda, research studies, outreach, training and the development of guidance.

This final rule implements three FMNP-related nondiscretionary provisions mandated in the William F. Goodling Child Nutrition Reauthorization Act of 1998. The three provisions pertain to the use of program income as a state matching fund source, elimination of specific state plan ranking criteria used to determine funding preferences, and use of expansion funds to increase the value of benefits to recipients.
