This memorandum provides guidance to WIC state and local agencies regarding military combat pay received by service members during a deployment.

The American Recovery and Reinvestment Act of 2009 created the "Filipino Veterans Equity Compensation Fund" for certain veterans and the spouses of veterans who served in the military of the Government of the Commonwealth of the Philippines during World War II. SNAP will exclude these payments from income and resources when determining eligibility and allotments, and for all other purposes.

This final rule incorporates into the Senior Farmers’ Market Nutrition Program regulations, statutory provisions set forth in the Farm Bill of 2008. The three provisions include adding honey as an eligible food for purchase with SFMNP  benefits, prohibiting the value of SFMNP benefits from consideration as income or resources when determining eligibility for other programs under any federal, state or local law, and prohibiting the collection of state or local tax on a purchase of food with a benefit distributed under the SFMNP.

Several questions have recently been raised regarding types of honey may be purchased using the SFMNP benefits. The purpose of this policy memorandum is to clarify that issue.
