The American Recovery and Reinvestment Act (ARRA) of 2009 created the "Filipino Veterans Equity Compensation Fund" for certain veterans and the spouses of veterans who served in the military of the Government of the Commonwealth of the Philippines during World War II. The compensation fund offers one time payments of up to $15,000 to eligible persons.
Division A, Title X. Section 1002 of ARRA specifies that the payments:
... shall not be included in income or resources for purposes of determining- (A) eligibility of an individual to receive benefits described in section 3803(c)(2)(C) of Title 31, United States Code, or the amount of such benefits; (B) eligibility of an individual to receive benefits under title VIII of the Social Security Act, or the amount of such benefits; or (C) eligibility of an individual for, or the amount of benefits under, any other Federal or Federally assisted Program.
The Supplemental Nutrition Assistance Program (SNAP) will exclude these payments from income and resources when determining eligibility and allotments, and for all other purposes' This policy applies to all affected households in all states.
