This memorandum informs stakeholders on the progress made by FNS in updating the food crediting system for all child nutrition programs. This is a first step towards improving the crediting system to best address today’s evolving food and nutrition environment and meet the needs of those operating and benefiting from the CNPs.
SNAP’s QC system uses a tolerance level to set the threshold for determining which errors are included in the national payment error rate calculation. For FY 2019, the tolerance threshold will remain at $37.
In order to accurately estimate improper payments in the Supplemental Nutrition Assistance Program, the Food and Nutrition Service has undertaken significant steps to strengthen its measurement process, the SNAP Quality Control system. Improvements include new training, policy clarifications, procedural improvements, and clarification of existing documentation requirements necessary to substantiate case findings.
This rule revises and clarifies requirements for the processing of donated foods in order to: Incorporate successful processing options tested in demonstration projects into the regulations, ensure accountability for donated foods provided for processing, increase program efficiency and integrity, and support vendor and state operability.
This memorandum provides clarification of changes made to Section 1240 - Transmission/Release of Active Case Findings to FNS, Data Checking, and Changing Case Findings and Section 13 70 - Transmission of Negative Case Findings to FNS, Data Checking and Changing Case Findings in the October 2017 edition of the FNS Quality Control Review Handbook 310.
This memorandum provides guidance to state distributing agencies and recipient agencies on the use of market basket analysis in procuring processed end products for USDA Foods in Schools and commercial goods for the National School Lunch Program, School Breakfast Program, Summer Food Service Program, and Child and Adult Care Food Program.
