This collection is a revision of a currently approved collection to provide FNS and WIC state agencies with an ongoing/annual data set that can be used to assess state agencies' compliance with WIC vendor management requirements and estimate state agencies' progress in eliminating fraud, waste, and abuse.

The purpose of this memorandum is to ensure that all stakeholders are aware of the federal regulatory requirements related to the disclosure of confidential WIC vendor and participant information.

Building on best practices to date and consistent with USDA’s efforts to improve customer service and increase state flexibility within the bounds of the law, while continuing to encourage states as laboratories of innovation, FNS is once again expanding allowable activities for states seeking to use vendor/private staff in call centers

FNS is cancelling Policy Memoranda FD-010, FD-027, FD-028, FD-029, FD-032, FD-053, FD-055, FD-071, FD-073, FD-074, FD-083, FD-086, FD-087, FD-090, FD-105, and FD-115. The guidance provided by these memoranda are either outdated, obsolete, or otherwise captured in more current memoranda.

This memorandum provides information on current flexibilities in distribution procedures that are available for state agencies that administer TEFAP. 

This memorandum clarifies how school food authorities may use funds provided under Sections 4 and 11 or 19 of the National School Lunch Act to purchase fresh fruits and vegetables from DoD Fresh Fruit and Vegetable Program vendors.

Policy Memorandum FD-042, Pay Received by Military Personnel as a Result of Deployment to a Combat Zone, is cancelled.  

The American Recovery and Reinvestment Act of 2009  created the Filipino Veterans Equity Compensation Fund for certain veterans, or surviving spouses of veterans, who served in the military of the Government of the Commonwealth of the Philippines during World War II. 

This memorandum provides guidance to WIC state and local agencies regarding military combat pay received by service members during a deployment.

Attached is the Interim Guidance on WIC Vendor Cost Containment. This interim guidance is intended to assist state agencies in implementing the Vendor Cost Containment Interim Rule published in the Federal Register on Nov. 29, 2005.
