The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

FNS conducts a variety of studies, evaluations, and related activities that respond to the needs of policy makers and managers and help ensure that nutrition assistance programs achieve their goals effectively. These plans provide short descriptions of projects that have been or will be funded in each fiscal year.

​This study examines the use of robotic process automation technologies by three state agencies—Georgia, New Mexico, and Connecticut—to administer SNAP.

USDA produces four food plans outlining practical, nutritious diets at successively higher cost levels: the Thrifty, Low-Cost, Moderate-Cost, and Liberal Food Plans. The Thrifty Food Plan serves as the basis for maximum allotments in SNAP.

Section 4022 of the Agricultural Act of 2014 authorized and funded the SNAP employment and training pilots and the evaluation. The four issue briefs present findings drawn from the evaluation of the 10 pilots. 

The WIC Food Cost-Containment Practices Study describes the voluntarily approaches state agencies used in 2018 to reduce food costs when selecting and authorizing WIC foods. This study is the second of its kind; the first was conducted by the USDA Economic Research Service in 2003. This report examines how six types of food cost-containment practices are associated with food costs and WIC participant satisfaction, benefit redemption, and food consumption in 12 state agencies.

The final summary report presents findings drawn from the 10 pilot-specific final evaluation reports. This Community Eligibility Provision Characteristics study is the first comprehensive study since CEP became available nationwide in SY 2014-15. The study was designed to provide USDA with information about the impact of CEP and includes both an implementation and impact component.

This report examines the impact of using Medicaid data to directly certify students for free and reduced-price school meals in the NSLP and SBP in fifteen states in school year 2019-20. It assesses outcomes related to certification, participation, federal reimbursement, and state administrative costs in SY 2019-20 and over the course of the demonstration.
