This memorandum replaces the WIC Informational Memorandum dated Aug. 10, 2022. In particular, the USDA FNS State Systems Office (SSO) has revised the section titled Threshold for FNS Review of EBT Projects after Statewide EBT. Handbook 901 will be updated to reflect this revised guidance.

Any firm may request administrative and judicial review, if it is aggrieved by any of the actions described in SNAP regulations. The Administrative Review Branch ensures that FNS follows the provisions of the Food and Nutrition Act, SNAP regulations, and agency retailer policy, and that the agency's administrative actions are equitable and consistent.

This memorandum sets forth the applicable statutory requirements to temporarily increase, at WIC state agency option, the cash-value voucher/benefit for fruit and vegetable purchases during the COVID-19 public health emergency

This memo is inform FNS regional offices and state agencies of the release of the 2021-22 WIC Income Eligibility Guidelines. The 2021-22 Income Eligibility Guidelines are used by state agencies in determining the income eligibility of persons applying to participate in WIC. 

This waiver extends the Nationwide Waiver to Allow Offer Versus Serve Flexibilities in the SFSP  through Dec. 31, 2020, in conjunction with the Nationwide Waiver to Allow Summer Food Service Program and Seamless Summer Option Operations through December 2020.

During the public health emergency due to COVID-19, FNS waives, for all states, requirements that limit the use of Offer versus Serve to school food authorities and require sponsors to apply OVS under the rules followed for the National School Lunch Program.

FNS is establishing a nationwide waiver to support access to nutritious meals while minimizing potential exposure to the novel coronavirus for school year 2020-21.

This policy memorandum transmits the 2020-21 Income Eligibility Guidelines for WIC that were published in the Federal Register on May 26, 2020

FNS is cancelling Policy Memoranda FD-010, FD-027, FD-028, FD-029, FD-032, FD-053, FD-055, FD-071, FD-073, FD-074, FD-083, FD-086, FD-087, FD-090, FD-105, and FD-115. The guidance provided by these memoranda are either outdated, obsolete, or otherwise captured in more current memoranda.

The purpose of this memo is to reiterate the importance of state compliance with the Supplemental Nutrition Assistance Program regulations, Prisoner Verification System and Deceased Matching System.
