This final rule amends the Community Eligibility Provision (CEP) regulations by lowering the minimum identified student percentage (ISP) from 40 percent to 25 percent. 

This is a new information collection for the contract of the study titled “How Have SNAP State Agencies Shifted Operations in the Aftermath of COVID–19? (SNAP COVID study)”.

This rulemaking proposes to expand access to the Community Eligibility Provision by lowering the minimum identified student percentage participation threshold from 40 percent to 25 percent, which would give states and schools greater flexibility to choose to invest non-federal funds to offer no-cost meals to all enrolled students.

This notice invites the general public and other public agencies to comment on this proposed information collection for activities associated with administering emergency allotments (EA) waivers issued by USDA based on a public health emergency declaration by the Secretary of Health and Human Services related to an outbreak of COVID-19.

In keeping with ongoing efforts to increase the number of small and underserved businesses participating in the USDA food procurement program, as well as increasing access to culturally appropriate foods, AMS is seeking public input on perceived barriers that small businesses, those owned by underserved businesses, and providers of organic, kosher and halal agricultural products face in working with AMS' Commodity Procurement Program.

The U.S. Department of Homeland Security is amending its regulations to prescribe how it determines whether noncitizens are inadmissible to the United States because they are likely at any time to become a public charge.

This is a new collection to consolidate and improve SNAP-Ed data collecting and reporting, as required in the 2018 Farm Bill.

FNS is seeking public comment on its intent to ask the Office of Management and Budget to extend approval of the information collection under OMB approval #0584-0654 from Jan. 31, 2022 until Aug. 27, 2023.

This collection is an extension, without change, of a currently approved collection for activities associated with administering emergency allotments waivers. The Families First Coronavirus Response Act of 2020, enacted March 18, 2020, includes a general provision that allows the Department to issue emergency allotments waivers based on a public health emergency declaration by the Secretary of Health and Human Services under section 319 of the Public Health Service Act related to an outbreak of COVID-19 when a State has also issued an emergency or disaster declaration.

This is a revision of a currently approved information collection for Pandemic Electronic Benefits Transfer for the reporting burden associated with administering P-EBT.
