This memo provides reporting guidance for the FNS-640 report beginning with reporting for school year (SY) 2018-19 due March 1, 2020.

This notice invites the general public and other public agencies to comment on this proposed information collection for activities associated with administering emergency allotments (EA) waivers issued by USDA based on a public health emergency declaration by the Secretary of Health and Human Services related to an outbreak of COVID-19.

This document informs the public that the FNS is withdrawing the proposed rule titled Revision of Categorical Eligibility in SNAP that published in the Federal Register on July 24, 2019.

This rulemaking proposes changes to simplify meal pattern and monitoring requirements in the National School Lunch and School Breakfast Programs. The proposed changes, including optional flexibilities, are customer-focused and intended to help State and local Program operators overcome operational challenges that limit their ability to manage these Programs efficiently. In the National School Lunch Program, the proposed rule would add flexibility to the existing vegetable subgroups requirement.

USDA proposes updating the regulations to refine categorical eligibility requirements based on receipt of TANF benefits. Specifically, the Department proposes: (1) to define “benefits” for categorical eligibility to mean ongoing and substantial benefits; and (2) to limit the types of non-cash TANF benefits conferring categorical eligibility to those that focus on subsidized employment, work supports and childcare. The proposed rule would also require state agencies to inform FNS of all non-cash TANF benefits that confer categorical eligibility.

The Food and Nutrition Service proposed to make changes to SNAP regulations to refine categorical eligibility requirements based on receipt of Temporary Assistance for Needy Families benefits. 

School programs policy memo SP 14-2019 provides SY 2017-18 reporting guidance for the FNS-640 report. The FNS-640 form became available in FPRS on March 1, 2019. State agencies may use the attached instructions and business rules/edit check to begin and/or finalize implementation of processes for reporting and any system updates for School Year 2017-2018 reporting.

This memorandum provides the SY 2016-2017 SFA-3 with revised instructions that provide additional information and clarifications to the previously released form’s instructions. The revised instructions will assist with the completion of the FNS-640 report that is due on March 1, 2018.
