This webinar provides USDA Foods recipients, USDA FNS regional offices, and state agencies a refresher on the FNS Instruction 709-5: Shipment and Receipt of USDA Foods. The webinar highlights the five key areas involved with the shipment and receipt of USDA Foods: arranging shipment and delivery, guidance on inspecting the shipment, accepting and receipting the shipment, unloading the shipment, and disposition and replacement of USDA Foods. In addition, E-invoicing in WBSCM and filing complaints is covered.

Resource | Final Rule Final Rule: FDPIR Revisions to the Administrative Match Requirement

Through this rulemaking, the USDA Food and Nutrition Service  is codifying new and revised statutory requirements included in the Agriculture Improvement Act of 2018 . First, the Department is revising the minimum Federal share of the Food Distribution Program on Indian Reservations (FDPIR) administrative costs and State agency/Indian Tribal Organization (ITO) mandatory administrative match requirement amounts. Second, the Department is revising its administrative match waiver requirements by allowing State agencies and ITOs to qualify for a waiver if the required match share would be a substantial burden. Third, the Department is limiting the reduction of any FDPIR benefits or services to State agencies and ITOs that are granted a full or partial administrative match waiver. Last, the Department is allowing for other Federal funds, if such use is otherwise consistent with both the purpose of the other Federal funds and with the purpose of FDPIR administrative funds, to be used to meet the State agency/ITO administrative match requirement.

Resource | Notices Food Distribution Program: Value of Donated Foods (July 1, 2019 - June 30, 2020)

Notice is hereby given that the national average minimum value of donated foods, or cash in lieu thereof, per lunch under the NSLP and per lunch and supper under the CACFP  shall be 23.75 cents for the period July 1, 2019 through June 30, 2020.

Resource | Comment Request Comment Request - Food Programs Reporting System

The FNS is consolidating certain programmatic and financial data reporting requirements that are currently approved by the Office of Management and Budget, under the Food Programs Reporting System. The purpose is to give states and ITO agencies one portal for the various reporting required for the programs that the states and ITOs operate. The data collected is used for a variety of purposes; mainly program evaluation, planning, audits, funding, research, regulatory compliance and general statistics.

This notice invites the general public and other public agencies to comment on this proposed information collection. This collection is an extension, without change, of a currently approved collection. This collection allows for Food Distribution Programs, such as the National School Lunch Program (NSLP), the Food Distribution Program on Indian Reservations (FDPIR), the Commodity Supplemental Food Program (CSFP), and The Emergency Food Assistance Program (TEFAP), to run effectively.

Resource | Notices TEFAP: Availability of Foods for FY 2019

This notice announces the surplus and purchased foods that the Department expects to make available for donation to states for use in providing nutrition assistance to the needy under TEFAP in FY 2019. The foods made available under this notice must, at the discretion of the state, be distributed to eligible recipient agencies for use in preparing meals and/or for distribution to households for home consumption.

This instruction establishes the general standards and procedures that the state distributing agency, Indian Tribal Organization, or other consignee must follow in receiving shipments of USDA Foods, and conveys established responsibilities for other entities such as USDA Foods vendors and carriers.

Notice is hereby given that the national average minimum value of donated foods, or cash in lieu thereof, per lunch under the NSLP (7 CFR part 210) and per lunch and supper under the CACFP (7 CFR part 226) shall be 19.5 cents for the period July 1, 2009 through June 30, 2010.
