WIC provides food, nutrition education, breastfeeding support, and health care and social service referrals to nutritionally at-risk low-income pregnant women, new mothers, infants, and children through age 4. This report offers updated estimates of the population that met these criteria and was eligible for WIC benefits in each of the years 1994 through 2007.

This is an affirmation by the Department of a final rule, without change, of an interim rule that amended the regulations for the Special Supplemental Nutrition Program for Women, Infants and Children by implementing most of the nondiscretionary provisions of the Child Nutrition and WIC Reauthorization Act of 2004 that address participant certification and general program administration in the WIC program.

Several questions have recently been raised regarding types of honey may be purchased using the SFMNP benefits. The purpose of this policy memorandum is to clarify that issue.

This report provides information on the participation patterns of infants and children who were enrolled in WIC from fiscal years 2001 through 2003.

The Department announces adjusted income eligibility guidelines to be used by state agencies in determining the income eligibility of persons applying to participate in the WIC program. These income eligibility guidelines are to be used in conjunction with the WIC regulations.

The WIC EBT Cost Analysis Model is intended to support the creation of a state’s WIC EBT Feasibility Study and/or Implementation Advanced Planning Document (IAPD) by providing a tool for calculating the detailed costs of alternative WIC EBT solutions and capturing the benefits and risks of WIC EBT.   

This final rule amends regulations for the Special Supplemental Nutrition Program for Women, Infants and Children by adding three requirements mandated by the Child Nutrition and WIC Reauthorization Act of 2004 in amendments to the Child Nutrition Act of 1966 concerning retail vendors authorized by WIC state agencies to provide supplemental food to WIC participants in exchange for WIC food instruments.

The purpose of this policy memorandum is to clarify that women who breastfeed infants that they did not give birth to ("nonbirth mothers"), may be certified to participate in the WIC program as breastfeeding women at state option.

The attached policy memorandum clarifies the requirements WIC agencies must meet to spend federal WIC grant funds on a dietetic supervised practice program or other out-of-service training program for WIC staff and eligible in-kind staff. WIC agencies that incurred WIC-allowable training costs.

PL 103-448 requires coordination between the WIC program and state Medicaid programs that use coordinated or managed care providers under contract or under waiver authority as permitted under the Social Security Act.
