This policy memorandum provides clarification concerning the use of Welch's grant funds to support activities in the WIC Farmers' Market Nutrition  Program (FMNP). 

The purpose of this memo is to clarify policy for assessment of penalties for not meeting the match requirements and to change policy for assessment penalties for exceeding the 17/19 percent FMNP administrative cap.

As mentioned in Welfare Reform Advisory Memo #1, this memorandum provides implementation guidance on all remaining SFSP provisions contained in PL 104-193, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

This policy memorandum authorizes the implementation of the provisions contained in PL 103-448, the Healthy Meals for Healthy Americans Act of 1994, enacted on Nov.  2, 1994.

On Jan. 6, 1993, the Food and Drug Administration announced in a final rule that, effective May 8, 1994, the current food label reference values, the U.S. Recommended Daily Allowances (U.S.RDAs), will be identified as the Reference Daily Intakes, or RDIs.

This notice serves to inform the public that Knudson and Sons, Inc., the manufacturer of ``Jamaican Style Lemonade Spritzer,'' "Orange Passionfruit Spritzer,'' and "Orange Spritzer,'' has petitioned FNS to exempt these products from the "Categories of Foods of Minimal Nutritional Value'' under the National School Lunch and the School Breakfast programs.
