This memorandum includes questions and answers on flexibilities available to CSFP state agencies, including Indian Tribal Organizations, in the operation of CSFP. These flexibilities may assist state agencies that administer CSFP in continuing to provide food to seniors in need during the novel COVID-19 public health emergency.

This guidance provides resources that state agencies may use when considering next steps and set forth instructions for submitting state plan amendments that involve operational changes such as electronic solution proposals and/or WIC FMNP waiver requests.

The USDA Food and Nutrition Service conducts a variety of studies, evaluations, and related activities that respond to the needs of policymakers and managers and help ensure that nutrition assistance programs achieve their goals effectively. The USDA Agricultural Marketing Service (AMS) will discontinue the requirement for vendors to use high security seals to secure USDA Foods deliveries as of July 1, 2023. 

The American Rescue Plan Act of 2021 provided USDA with $50 million to implement SFMNP initiatives to maintain and improve supply chain resiliency, which also improves the nutrition security of eligible participants.

This memorandum provides return to the full issuance of eight units of vegetables or soup in CSFP food packages for May 2022 distributions and beyond.

This manual contains important information for persons in FNS headquarters, FNS regional offices, and distributing agencies, which include state distributing agencies and Indian Tribal Organizations that are charged with the responsibility of providing USDA Foods to disaster relief organizations in the event of a disaster, emergency, or situation of distress.
