This memorandum includes questions and answers on flexibilities available to CSFP state agencies, including Indian Tribal Organizations, in the operation of CSFP. These flexibilities may assist state agencies that administer CSFP in continuing to provide food to seniors in need during the novel COVID-19 public health emergency.

The USDA Food and Nutrition Service conducts a variety of studies, evaluations, and related activities that respond to the needs of policymakers and managers and help ensure that nutrition assistance programs achieve their goals effectively. This plan provides short descriptions of projects that are expected to launch in fiscal year (FY) 2025. 

It reflects decisions by FNS program and research staff and leadership on the best use of available research funding to meet current information needs that are aligned with agency priorities to improve program efficiency, integrity, and nutrition. FNS developed this plan in consultation with the agencies of the Research, Education, and Economics (REE) Mission Area. 

The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

The brand guidelines in this document are for USDA staff, contractors, implementing agencies and partners to use for developing materials and communications about the SUN programs.

This memorandum provides updated guidance on crediting tofu and soy yogurt products in the Child and Adult Care Food Program and extends previous guidance on crediting tofu and soy yogurt products to the Summer Food Service Program, as well as to the infant meal pattern in the Child and Adult Care Food Program.

This guidance updates previously issued Questions and Answers to clarify SFSP requirements. It supersedes SFSP 05-2017, Summer Food Service Program Questions and Answers, Dec. 1, 2016.

In order to update and streamline policy guidance for CSFP and TEFAP, FNS is cancelling Policy Memoranda FD-138 and FD-141.

The Summer Food Service Program Integrity Study was designed to improve understanding of how state agencies provide oversight of the SFSP. To address the research objectives, the study examined such areas as sponsor and site selection, training and technical assistance, meal counting and claiming, and reviews. The findings, based on data collected in 2021, also offered some preliminary responses about the impact of the COVID-19 pandemic on SFSP operations.

The USDA Agricultural Marketing Service (AMS) will discontinue the requirement for vendors to use high security seals to secure USDA Foods deliveries as of July 1, 2023. 

This memorandum provides return to the full issuance of eight units of vegetables or soup in CSFP food packages for May 2022 distributions and beyond.
