This rulemaking would streamline the federal requirements for financial and participation reporting by state agencies. In addition, it would clarify the rules on confidentiality of WIC information in order to strengthen coordination with organizations and private physicians, and to provide guidance to state agencies on responding to subpoenas and other court-ordered requests for confidential information.

This final rule provides WIC state agencies the option to exclude payments to military personnel for privatized housing, whether on or off military installations.

This two-part rule allows limited poultry substitution and full substitution of all other commodities except for beef and pork; and reduces current commodity recordkeeping and reporting requirements for some local level recipient agencies, such as schools.

The Food and Nutrition Service, Food Distribution Division, will hold a meeting to discuss methods of value-pass-through of USDA donated commodities in food service management company fixed-rate-per- meal contracts in the National School Lunch Program. The aim of this pilot is to study the impact of the availability of universal-free school breakfast on breakfast participation and measures related to students’ nutritional status and academic performance. This pilot is not intended to evaluate the current SBP or the value of consuming breakfast.

This report describes Native American participation in WIC based on data collected by the biennial WIC Participant and Program Characteristics Studies in 1992, 1994, 1996, and 1998. The report presents information on the geographic distribution, demographic characteristics, health status, and public health concerns of low-income Native American women, infants, and children participating in the WIC program on and off reservations; describes Native American Tribes and the role of tribal governments in administering WIC programs; compares the characteristics of Native American WIC enrollees with all WIC enrollees; and examines the health status of Native American WIC enrollees.

This rule proposes to amend the reporting and recordkeeping requirements under the National School Lunch Program, School Breakfast Program, and Special Milk Program relating to the verification of free and reduced price meal applications.

This memorandum provides guidance concerning allowable FMNP costs that may be covered with federal WIC funds. It is intended to promote accuracy and uniformity in the application of allowable cost principles to decisions about FMNP related costs, as state agencies seek to maximize federal funding.
