The Food and Nutrition Service is extending the public comment period on the proposed rule entitled “Management of Donated Foods in Child Nutrition Programs, the Nutrition Services Incentive Program, and Charitable Institutions."

Notice is hereby given that the national average minimum value of donated foods, or cash in lieu thereof, per lunch under NSLP and per lunch and supper under CACFP shall be 16.75 cents for the period July 1, 2006 through June 30, 2007.

This notice announces the annual adjustments to the “national average payments,” the amount of money the federal government provides states for lunches, afterschool snacks and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; to the “maximum reimbursement rates,” the maximum per lunch rate from federal funds that a state can provide a school food authority for lunches served to children participating in the National School Lunch Program; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution which participates in the Special Milk Program for Children.

This Notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals and free milk for the period from July 1, 2006 through June 30, 2007.

This notice announces the surplus and purchased commodities that the Department expects to make available for donation to states for use in providing nutrition assistance to the needy under TEFAP in FY 2006. 

The recipes from the 1988 Quantity Recipes for School Food Service and the 1995 Tool Kit for Healthy School Meals were revised using updated yields from the Food Buying Guide for Child Nutrition Programs and using the 2005 Food Code for the Hazard Analysis Critical Control Points.
