USDA is issuing this notice of proposed rulemaking to improve SNAP's quality control system as required in the Agriculture Improvement Act of 2018.
This communication is intended to provide states with information about a change in the FNS accounting process for obligating SNAP funds.
USDA FNS is proposing to add a new system of records, entitled USDA/FNS–13, Mercury, which is a Consumer Off the Shelf workflow system designed to automate the correspondence tracking and management process within FNS.
Following federal requirements, state agencies are responsible for determining the eligibility of SNAP households and issuing benefits to those households entitled to benefits under the Food and Nutrition Act of 2008, as amended. Demographics must be collected from households to ensure that they are eligible for the program and that they receive the correct amount of SNAP benefits.
FNS is issuing this second set of questions and answers in response to inquiries received from SNAP state agencies concerning implementation of the Fiscal Responsibility Act of 2023.
FNS will collect information to estimate funding needs and also provide data on the number of applications processed, number of fair hearings, and fraud control activity. FNS uses the data to estimate funding needs and to monitor state agency activity levels and performance.
