This is a revision of a currently approved information collection. Section 17 of the National School Lunch Act, as amended (42 USC 1766), authorizes the Child and Adult Care Program. Under this program, the Secretary of Agriculture is authorized to provide cash reimbursement and commodity assistance, on a per meal basis, for food service to children in nonresidential child care centers and family or group day care homes, and to eligible adults in nonresidential adult day care centers. 

FNS uses a two-tier system to measure errors in eligibility and benefit determination for SNAP. This feasibility study identifies all processes and components that would be required for a one-tier federal SNAP QC system, including the procedural, staffing, and organizational changes and the technological and data-sharing infrastructures.

The Child Nutrition Program Operations Study II (CN-OPS II) is a multiyear study that provides FNS with information on current state agency and school food authority policies, practices, and needs related to school nutrition service operations, financial management, meal counting, training and professional standards, food service equipment, and technology. 

This information collection consists of five components of state agency reporting and/or recordkeeping: A budget projection statement, a program activity report, state plans of operation updates, waiver requests, and other plans and submissions such as advance planning documents for information systems and for electronic benefit transfer (EBT) systems.

In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This collection is a new collection for the assessment of the collection, analysis, validation, and reporting of SNAP E&T data collected by states.

The SNAP E&T pilot projects give Congress, USDA, and states the opportunity to test innovative strategies and approaches that connect low-income households to good paying jobs and thereby reduce their reliance on public assistance.

This Notice supersedes the notice published in the Aug. 7, 2019 issue of the Federal Register entitled National School Lunch, Special Milk, and School Breakfast Programs, National Average Payments/Maximum Reimbursement Rates (FR Doc. 84-38590). It establishes new reimbursement rates for Guam and Virgin Islands to match the reimbursement rate provided to Puerto Rico, and corrects an incorrect date.

This information collection addresses the state agency reporting burden associated with the following state agency options under the Supplemental Nutrition Assistance Program (SNAP): Establishing and reviewing standard utility allowances (SUAs) and establishing methodology for offsetting cost of producing self-employment income.

The Food and Nutrition Service proposed to make changes to SNAP regulations to refine categorical eligibility requirements based on receipt of Temporary Assistance for Needy Families benefits.
