This memorandum provides updated guidance on crediting tofu and soy yogurt products in the Child and Adult Care Food Program and extends previous guidance on crediting tofu and soy yogurt products to the Summer Food Service Program, as well as to the infant meal pattern in the Child and Adult Care Food Program.
States annually update Standard Utility Allowances (SUAs) to reflect changes in utility costs. When determining a household’s eligibility, states consider a household’s total shelter costs, including the cost of utilities. Since actual utility costs are often hard to determine, states can use SUAs, which are standard amounts that represent low-income household utility costs in the state or local area. SUAs may be used in lieu of the household's actual costs when determining eligibility and benefit amount.
USDA intends to use all available program flexibilities and contingencies to serve our program participants across our 15 nutrition programs. We have already begun to issue waivers to ease program operations and protect the health of participants.
This memorandum provides notice to child nutrition program operators regarding Sections 743, 764, 767, and 789 of the Consolidated Appropriations Act 2021 enacted on Dec. 21, 2020. This revised memorandum applies to state agencies administering, and local organizations operating the federal child nutrition programs. FNS is extending a nationwide waiver to support access to nutritious meals while minimizing potential exposure to the novel coronavirus (COVID–19). This extension of Nationwide Waiver to Allow Meal Pattern Flexibility in the child nutrition programs, issued March 25, 2020, applies to the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program and Summer Food Service Program. This waiver remains in effect until June 30, 2020.

This information collection addresses the state agency reporting burden associated with the following state agency options under the Supplemental Nutrition Assistance Program (SNAP): Establishing and reviewing standard utility allowances (SUAs) and establishing methodology for offsetting cost of producing self-employment income.
The proposed rule would revise SNAP regulations to standardize the methodology for calculating standard utility allowances.
This memorandum rescinds and replaces SP19-2018, issued Aug. 6, 2018. This updated memorandum clarifies regulations that water made available to students in the National School Lunch Program and School Breakfast Program shall not compete with the milk requirement.
