USDA requests comments from the public—including the food industry and research community—to help inform future policy and decisions about potentially updating Thrifty Food Plan cost estimates for the State of Hawaii.
USDA produces four food plans outlining practical, nutritious diets at successively higher cost levels: the Thrifty, Low-Cost, Moderate-Cost, and Liberal Food Plans. The Thrifty Food Plan serves as the basis for maximum allotments in SNAP.
This document provides the initial study plan for the reevaluation of the Thrifty Food Plan, 2026. This initial study plan is based on information available as of April 2023. The USDA, FNS intends to publish a final study plan by early 2026.
The purpose of this guidance is to clarify how to determine eligibility in SY 2023-24 for severe need reimbursement for breakfasts served through the School Breakfast Program and for the two cent differential reimbursement for lunches served through the National School Lunch Program. This guidance provides clarification to SP 11-2022, Determining Eligibility for Severe Need Reimbursement for the School Breakfast Program and the Two Cent Differential Reimbursement for the National School Lunch Program in School Years 2022-23 and 2023-24.
This request for approval of information collection is necessary to obtain input into the development of nutrition education interventions for population groups served by FNS. In September 2016, FNS awarded Team Nutrition Training Grants to 14 state agencies that administer the USDA’s NSLP, SBP and CACFP. This TNTG cohort was different than previous cohorts because, for the first time, grantees were asked to outline a plan to evaluate some or all of the interventions they would implement with grant funding.

This collection is a revision of a currently approved collection for determining eligibility for free and reduced price meals and free milk as stated in FNS regulations. These federal requirements affect eligibility under the National School Lunch Program, School Breakfast Program, and the Special Milk Program and are also applicable to the Child and Adult Care Food Program and the Summer Food Service Program when individual eligibility must be established
