USDA FNS is proposing to add a new system of records, entitled USDA/FNS–13, Mercury, which is a Consumer Off the Shelf workflow system designed to automate the correspondence tracking and management process within FNS.

The Families First Coronavirus Response Act gives FNS authority to grant waivers to states of the requirement that all individuals seeking to enroll or re-enroll in WIC do so in person (i.e., physical presence). This collection is a revision of a currently approved collection for awarding local agencies for excellence in WIC breastfeeding services and support. Section 231 of the Healthy, Hunger-Free Kids Act of 2010, PL 111-296, requires that USDA establish a program to recognize WIC local agencies and clinics that demonstrate exemplary breastfeeding promotion and support activities.
