This memorandum announces the release of the state agency supplemental implementation plan templates for use in the Child Nutrition Emergency Operational Costs Reimbursement Programs.

The purpose of this memorandum is to advise you of a new and revised requirement for all Receiving Organizations (i.e., organizations that receive shipments of Department of Agriculture (USDA) Foods, including Distributing Agencies, Indian Tribal Organizations (ITO), recipient agencies, processors, and warehouses). This memorandum replaces the previous FD-062 dated April 25, 2011 , and adjusts the maximum timeframe for entering shipment receipts in the Web-Based Supply Chain Management System.

This memorandum highlights flexibilities available to Summer Food Service Program sponsors transitioning into the At-risk Afterschool Meals component of the Child and Adult Care Food Program during the school year.

This memo clarifies the small purchase threshold applicable to procurements under FNS programs.

The purpose of this policy memorandum is to provide guidance in ensuring compliance with requirements in Subpart D of 7 CFR Part 250 with respect to crediting for, and use of donated foods in contracts with food service management companies (FSMCs).

FD-060, Use of Donated Foods in the NSLP and Other Child Nutrition Programs (dated June 21, 2006) is cancelled. 

PL 109-163 made the Department of Defense’s Family Subsistence Supplemental Allowance  permanently available.

This memorandum provides instructions on how to reconcile the physical inventory conducted at a distributing agency- or subdistributing agency-level storage facility with the book inventory required to be maintained for that facility.
