This memorandum includes questions and answers on flexibilities available to CSFP state agencies, including Indian Tribal Organizations, in the operation of CSFP. These flexibilities may assist state agencies that administer CSFP in continuing to provide food to seniors in need during the novel COVID-19 public health emergency.

This data collection fulfills states’ reporting requirements and describes trends in program participation during the COVID-19 pandemic from July 2020 through Dec. 2021. It is part of an ongoing study series examining CN program operations, repurposed to collect waiver reports from all states. A previous report in the series detailed waiver usage and trends in program participation and operations from March through Sept. 2020.

The final rule - Child Nutrition Programs: Revisions to Meal Patterns Consistent with the 2020 Dietary Guidelines for Americans - is the next step in an ongoing effort toward healthier school meals that USDA and the broader school meals community have been partnering on for well over a decade.  This table is a reference tool for stakeholders to visualize the proposed implementation timeline.

A final rule, Child Nutrition Programs: Community Eligibility Provision-Increasing Options for Schools (88 FR 65778), was published on Sept. 26, 2023, with an effective date of Oct. 26, 2023, that established the 25 percent minimum ISP threshold.  As a result, more students, households, and schools have the opportunity to experience CEP’s benefits, such as increasing access to school meals at no cost, eliminating unpaid meal charges, minimizing stigma, and streamlining meal service operations.
